Statement on SB 500 Reform Bill

CONCORD – House Speaker William O'Brien (R-Mont Vernon) today released the following statement regarding the passage of HB 524, a reform bill relative to excluding violent criminals and sex offenders from early release. HB 524 passed, as amended, 264 to 97.

“I am pleased with today’s passage of HB 524. This bill will help to address the serious flaws contained within SB 500, which was passed last session. Specifically, it seeks to ensure that violent criminals and sex offenders are not released earlier than is warranted in their individual cases.

“Under the bill the discretion of our state’s parole board is restored.  Violent criminals and sex offenders should not be automatically released early from their sentences without a specific review of their status and determination by the parole board that a release is appropriate.  Parole violators also should not face merely a 90-day return to incarceration following their violations.  Rather, they should be released earlier than their full sentences only when the parole board believes that release is appropriate.”
